Yes. The free BuddyNext Importer reads BuddyPress tables directly and brings members, groups, activity and history across. Both store their data in your own WordPress database either way, so nothing has to leave your server. Rehearse it on a staging copy first, as with any migration.
The core plugin is GPL, the same licence BuddyPress uses, and Pro is a commercial add-on on top of it. Your community data is in your own database in both cases, so neither product can hold it hostage.
